${value,,} follows the locale, so in a Turkish locale BRIDGE lowercased to a
dotless i and ran every lane. tr 'A-Z' 'a-z' is ASCII, as before. The
comment now says lane names are unquoted and that a word that is not a lane
runs every lane.
