Let the garage floor see through Haven's C Garage window

Dara's ruling: the window is see-through from the garage floor. The scene
puts its sill 2.5 m above that floor, so physically only an eye on the
crate under it clears the sill; as a tool simplification the window and the
crate drawn beneath it must not block a standing eye on the floor.

scripts/apply_haven_garage_window_review.py applies the recorded review on
both sides: the window wall's bands are cut away to its 7 m header and the
crate frame's tops are capped just under the standing eye. Pieces that only
partly overlap the window are split at its edge so the ruling does not run
along the rest of the stroke. test/haven_garage_window_test.dart pins it.

Gate: all tests pass.
