Show folders whose parent is gone at the top of the library

Deleting a folder used to leave its subfolders behind, and an older
import could leave a folder under a cloud parent that never arrived.
The library never showed either. On launch, each such folder moves to
the top level with everything in it. Nothing is deleted.
