Say a held page delete couldn't be checked when this device never had the page

A page delete made offline is held when a fresh read of the page doesn't
match what this device saw. When this device never had the page's content
to compare, the delete is still held, but the reason claimed the page
"changed since you deleted it", which nothing showed. It now says Icarus
couldn't check the page for a teammate's changes. Reasons already saved
with the old text still read as held deletes, with both choices.
