Catch the JSON-escaped and file-URI forms of the home folder

A path written into a log entry as JSON (C:\Users\<name>) or as a
file URI with an encoded space (C:/Users/Alex%20Smith) kept the account
name. Both forms are now written as ~ too. The redaction takes the home
folder as an argument so it can be tested with names a CI runner doesn't
have, and the real-home test skips where there is no home folder.
