Revert "Shrink Vyse's Steel Garden to 28 m" (#258)

Placed abilities store their top-left corner, so the smaller circle drew
every saved Steel Garden about 2.25 m up and left of where it was put.
The 28 m size comes back together with a migration that moves saved
positions, like Paranoia's in #222.
