Cap the debug log at 1 MB

icarus_debug.log was appended to on every launch and never trimmed; one
install on our PC had reached 2.6 MB in three months and was growing
faster each week. At launch, and whenever a write takes it past 1 MB, the
log now moves to icarus_debug.log.1, replacing the one there, and a fresh
log starts. Together the two stay near 2 MB.
