Release Store refuses to run from any branch but main

Its only main check lived in scripts the dispatched branch checks out, so a
branch could drop the check by editing its own copy, without touching a
workflow file, and reach the Partner Center publish step. Check the ref in
the workflow before checkout, as Release Desktop and Deploy Web do.
