Let agents merge their own PRs and find test accounts

Agents kept asking before merging work that was already checked, and
kept stopping at sign-in because no one wrote down where test accounts
live. Merging is now theirs except for one-way doors (library format,
migrations, sync protocol). Account passwords stay off the public repo.
