Give the editor the library's 40px strip and stop moving the traffic lights

The editor used to ask macOS to re-center the traffic lights on a 65px band
so the map card could share the title bar, which left the lights floating
and jumping between screens. Every screen now draws the same 40px strip:
Library on the left, the strategy name in the middle, Discord on the right.
The map card moves onto the canvas above the toolbar, both on the 8px gutter
the pages bar already uses. The window_chrome channel and the Swift handler
that moved the lights are gone.
