My Library's root hid the whole page behind a skeleton until the first
cloud fetch answered, even though the local half was already on disk.
Local rows now show at once with a loading banner in the slot the
error banner uses; the skeleton only covers a page with nothing to show.
A signed-in session still connecting to the cloud counts as loading.
