Add CI and automated desktop/store release pipelines

- add GitHub Actions for CI, desktop releases, and store packaging/publish
- add release scripts for desktop updater manifests and store artifact staging
- switch Windows installer to per-user, non-admin install defaults
- update Windows update checks to fall back to remote signals and wire desktop updater UI
