Join a follow-up to whichever cast it follows; make filter chips buttons

A smoke thrown second can land first, so a follow-up now joins the newest
of the caster's casts that takes it, not only the latest. The filter chips
are Shad buttons, so they take keyboard focus like the rows below them.
