Polish hover feedback from Discord UI review

- Show the full strategy/folder name in a tooltip when it is truncated,
  in the quick-switcher dropdown, strategy tiles, folder cards, and
  folder pills (new OverflowTooltipText widget; tooltip only appears
  when the text actually overflows).
- Side (Attack/Defense) toggle: add pointer cursor on hover and swap the
  stadium-shaped IconButton hover for an 8px-radius InkWell to match the
  rest of the UI.
- Discord button: explicit pointer cursor on hover.
- SelectableIconButton: skip the ShadTooltip wrapper when no tooltip text
  is set, fixing the empty tooltip bubble on the custom shape buttons.
