Never delete what moved out of the folder being deleted

The app deletes a cloud folder's contents one call at a time from a
list it read first. Something another device moved out meanwhile was
deleted in its new place. strategies:delete and folders:delete take an
optional withinFolderPublicId and refuse anything no longer inside that
folder; clients that never send it behave as before.
