A saved cloud change this device can't read names no strategy, so the
sync check could pass while the server copy lacked the user's edit. The
export now refuses while either outbox (edits or image uploads) is
unreliable.

The cloud is listed one folder at a time, so a strategy another device
moves from a folder not yet listed into one already listed was missed by
both listings and left out of a backup that looked complete. After
writing, the export lists again and stops if any folder or strategy sits
somewhere else.
