Leave 13.08's measured routes off; run the patched crate's tests in CI

Admitting a route needs an independent re-parse of its children, which one
replay's counters don't give. Icarus's decoded output is byte-identical with
the routes off, so 13.08 pins none. CI now runs vrf-transform's own vector
tests, which `cargo test` in native/replay skipped.
