Brings main's product work (vision pipeline, agent firearms, lineup
graph, sunset scale migration, side toggle for all pages, map-pick
create flow, Azure release signing, 4.6.3+103) onto the cloud branch.
Conflicts resolved with main's UI as the base and cloud's sync, store,
and capability behavior re-added. Data-layer reconciliation follows in
separate commits.
