Settle a media upload whose bytes are gone when the server serves its picture

Web builds before #327 could queue an upload of a picture already on the
server from bytes only memory held. After a refresh the job had nothing
to send, failed with "Local media file is missing." and kept the sync
chip on "needs attention" for good. When the bytes are missing, the queue
now asks the server for the picture's URL; if it serves one, the job is
done and goes. A picture the server does not have still fails visibly.
