Bind image cleanup to the refused account; clear the error once discarded

Discarding uploads now takes the account that was refused and acts only
while it is signed in, leaves the upload being sent right now for a
later discard (its answer would write it back), and a discard that
removed everything clears the refusal's error so leaving is not held.
