feat: reconcile offline subtree moves and deletion

Queue stable tree intents with observed placement, raw deletion fingerprints and replacement identities. Preserve independent remote content, require explicit review for changed deletion targets, and retain uncertain revision evidence across retries and recovery export. Migrate caches to schema eight without dropping queued work or receipts.

Validated with 95 offline tests, 144 Python tests, 60 seeded twelve-client schedules and 802 ASan schedules. Three cold OneNote captures retain all 793 active objects across 39 pages. iPhone and Simulator checks with SMB, workspace Clippy and example builds pass.
