test: capture native outline editing semantics

Add fourteen independently authored movement, nesting, deletion, stored-collapse and geometry controls with a cold OneNote reopen. Verify predicted graphs, preserved fields and styles, saved collapse values and exact cold identities. Document the distinction between stored collapse defaults and native cache-local UI overrides.

Share foreground navigation across native capture tools and transfer XML payloads as UTF-8 data. The public controller reproduces every control in a fresh clone.

Validation: 139 Python tests, workspace Clippy and formatting, native authoring/reproduction and cold reopen; all owned clones removed.
