docs: AGENTS.md and arc/ architecture essays

A short AGENTS.md maps the crates, the rules that matter (edits are ops that
append one revision, write what the spec and OneNote write, OneNote 2010 is the
reference) and the sync basics, and links into arc/: the file format, sync and
SMB locking, the canvas editor, the UI kit, platforms, and why the tests are
trusted. The repo gitignore keeps AGENTS.md despite the global ignore and skips
nested target/ directories.
