feat(data): edits as ops, header-checked transactions, and a long-lived section

Edits enter onestore as ops through Section::apply and leave as one appended
revision: a keystroke on a 3000-paragraph page lowers, applies and seals in
about 35 µs and appends ~0.8 KB. Publishing compares the 1 KiB header and length
instead of the whole file, idle polls read only the header (SMB gains a stamp),
and nearby patches merge into one write. Ops match the page writer across 33
edit families and cold-open in OneNote 2010. The writer also fixes splits in
lists, emits OneNote's indent table and page margins, rewrites emptied inline
math, and sends two split/reformat merges to review as OneNote does.
