chore: one base64 for the whole build

onestore, notebook and draw asked for base64 0.22 while ureq takes 0.23, so
every native binary linked both. They now ask for 0.23 with 0.22's default
features, leaving out the SIMD decoder that 0.23 turns on by default.
fuzz/Cargo.lock also catches up with the web build's dependencies.
