chore: one tiny-skia for the Linux build

The vendored sctk-adwaita, which draws winit's Wayland frame, asked for
tiny-skia 0.11 while resvg takes 0.12, so Linux linked both and both
tiny-skia-path versions. 0.12 changes no API the frame calls.
