feat: create pages in existing sections atomically

Retain page identities and publish the new space with section navigation in one transaction. Cover empty and duplicate Unicode titles, native edits and Rust follow-ups, 521-page checkpoint/counter stress, historical asset preservation, and interrupted publication.

Validation: 137 core, 99 offline and 150 Python tests; 29,328 ASan executions; workspace Clippy/formatting; both iOS targets compile. Five native clones removed. Acceptance: evidence/m10/PAGE-CREATION.md.
