feat: full toolbar, sync status, page select-all, tooltips, desktop menus, and Snowbound on Mac OS X 10.6

- Toolbar (#17): every spec action wired through the command table, all 17 new
  icons, table picker, 29 OneNote tags verified against a gallery OneNote wrote,
  Format Painter, Picture, Screen Clipping, Symbol, Page Color, Full Page View.
- Sync status (#27): the top-right shows real sync state with OneNote 2010's
  wording; popup with details, Work offline, and Sync Now.
- Select all (#38): a further select-all selects every outline, with OneNote
  2010's delete, type, move, format, copy, and one-step undo; the title box
  padding scales with zoom.
- UI kit: tooltips with shortcuts; combo and search popups widen with their
  field; perspective on context menus; GNOME (libadwaita) and KDE (Breeze,
  KWin fade) menus.
- Mac OS X 10.6 (#13): draw gains an OpenGL 2.1 backend beside wgpu, winit runs
  over an AppKit shim, a 10.6 app bundle, and text weight matched to native.
