feat: notebook search, Options, faster tab switches, and a split test suite

Search All Notebooks (⌘E) with OneNote's scopes, results and snippets, and Find
on This Page (⌘F), on one engine shared with iOS. An Options dialog with
OneNote's pages: color scheme, dark pages, user name, cache location. Page
layout for a switched-to page runs on the loader thread and settings are only
written when the notebook changes, so no tab switch exceeds a 165 Hz frame.
The default test run keeps every correctness test plus a deterministic smoke
slice of each sweep; SNOWBOUND_SWEEP runs the sweeps in full with shifted
seeds, and tools/soak.sh runs sweeps and fuzz targets indefinitely. Seeded
identities and generous wall-clock bounds remove the known flaky tests. Snow
Leopard port tooling lives under platform/snow-leopard.
